Every #1 sits on the day its score was set, so finding an old score fills the past instead of stepping the present. The level is a floor before 2021: it counts the handovers I know about, and the ones nobody recorded are missing from it. A flag change moves both lines at once: when a strong player joins Switzerland, every board they already held becomes Swiss on that day, and the players they displace stop being holders.
